Memphis & Shelby County Community Services Agency (MSCCSA) is a quasi-governmental instrumentality of the State of Tennessee under the direction of the Department of Finance and Administration. MSCCSA is one of nine (9) Community Services Agencies (CSAs) created via legislation to effectively and efficiently carry out programs and services to the citizens of the state, “acting in all aspects for the benefit of the people of the state in the performance of essential functions”.
MSCCSA excels in the provision of funds-management, case management and care-coordination services. Our quasi-governmental status allows us to enter into contracts with departments of federal, state or local government eliminating the need for cumbersome RFP processes. MSCCSA can also raise funds independently to provide other services that are within the agency’s mission and vision.
The CSAs have provided local services through contracts with many departments of state government including the Department of Finance & Administration, Department of Health, Children’s Services, Human Services, Labor, Corrections and Education.
The MSCCSA’s Board of Directors, appointed by the governor, is made up of community leaders with interest in and understanding of the needs of Shelby County.
