CSA Strengths

STATEWIDE AVAILABILITY 

Nine CSAs provide coverage for all 95  counties in Tennessee

Common governance structure and community boards appointed by the Governor

Standardization of policies, data systems and  service provision

 

FLEXIBILITY 

Cost-effective method of out-sourcing publicly-funded programs and services

Independent structure as “quasi-governmental instrumentalities of the State” allows  for timely implementation of  programs and services

State and local agencies can contract with CSAs without Request for Proposal, Announcement of Funds or other bid processes, allowing the CSAs to respond quickly to community needs

 

ACCOUNTABILITY 

CSAs operate under state-approved rules and regulations; fiscal, governance and personnel  policies

TN Department of  Finance and Administration establishes requirements for control of funds and related reporting

Annual audits by the Comptroller of the Treasury
